1. Purpose

This Article Withdrawal and Retraction Policy establishes clear procedures for the withdrawal and retraction of manuscripts and published articles, ensuring the accuracy and reliability of the scholarly record while protecting the interests of authors, reviewers, readers, and the wider research community.

The Editorial Board reserves the right to make the final decision regarding the withdrawal or retraction of any manuscript or published article in accordance with this policy and recognized publication ethics guidelines.

2. Definitions

2.1 Article Withdrawal

Article withdrawal refers to the removal of a manuscript before its formal publication. A manuscript may be withdrawn at the request of the author(s) or by the Journal under specific circumstances outlined in this policy.

2.2 Article Retraction

Article retraction refers to the formal removal of a published article from the scientific record due to serious ethical, legal, or scholarly concerns. The original article will remain part of the publication record but will be clearly identified as retracted, together with an official Retraction Notice explaining the reason for the retraction.

3. Author-Initiated Withdrawal

Authors may request the withdrawal of a submitted manuscript before publication for legitimate reasons, including but not limited to:

• Accidental duplicate submission.
• Discovery of significant errors affecting the accuracy or validity of the work.
• Ethical concerns identified by the authors.
• Other justified circumstances deemed acceptable by the Editorial Board.

Withdrawal Procedure

To request withdrawal, authors must:

1. Submit a formal written request to the Editorial Office explaining the reason for withdrawal.
2. Ensure that the request is signed or approved by the corresponding author and, where applicable, all co-authors.
3. Await written confirmation from the Journal before considering the manuscript officially withdrawn.

Conditions

• Withdrawal requests submitted after peer review has commenced or during production may be subject to administrative processing charges.
• A manuscript is considered withdrawn only after written approval from the Journal.
• Once approved, the withdrawn manuscript will be removed from the Journal's active editorial system and cannot be resubmitted to the same Journal as a new submission unless expressly permitted by the Editorial Board.

4. Journal-Initiated Withdrawal or Retraction

To preserve the integrity of the scholarly record, the Journal reserves the right to withdraw or retract a manuscript or published article, with or without the consent of the author(s), when substantial evidence indicates that such action is necessary.

Grounds for withdrawal or retraction include, but are not limited to:

1. Plagiarism or substantial text overlap.
2. Data fabrication, falsification, or manipulation.
3. Duplicate or redundant publication.
4. Major errors that invalidate the study's findings or conclusions.
5. Ethical violations, including failure to obtain required ethical approval or informed consent.
6. Copyright infringement or other legal concerns.
7. Authorship disputes supported by credible evidence.
8. Undisclosed conflicts of interest that materially affect the publication.
9. Manipulation or misconduct during the peer review or editorial process.
10. Any other form of research or publication misconduct determined by the Editorial Board.

Following an appropriate review, the Editorial Board shall make the final decision regarding withdrawal or retraction. Such decisions are final.

5. Consequences of Retraction

Retraction is intended to correct the scholarly record rather than to punish authors. When an article is retracted:

1. The article will remain accessible for transparency but will be permanently and prominently marked as "RETRACTED" on the Journal website and on all downloadable PDF versions.
2. A formal Retraction Notice stating the reason for retraction will be published and permanently linked to the original article.
3. The Journal will notify relevant indexing and abstracting services, including Google Scholar and other applicable databases, requesting that the article's status be updated in accordance with their respective policies.
4. Citation of the article should acknowledge its retracted status.
5. The retraction will become a permanent part of the scholarly record.

6. Refund Policy

The Journal's refund policy is designed to ensure fairness while recognizing the administrative and editorial resources involved in manuscript processing.

Eligibility

Refund requests will be considered only when:

• The withdrawal request is received before the completion of peer review, and
• The manuscript has not been accepted for publication.

Refund Procedure

To request a refund, authors must:

1. Submit an official written cancellation request to the Editorial Office.
2. Provide any information necessary to verify the payment.

Following verification and approval, eligible refunds will be processed to the original method of payment within one (1) hour, subject to banking or payment gateway processing times.

Non-Refundable Cases

Refunds will not be issued after:

• Acceptance of the manuscript;
• Publication of the article;
• Retraction of the published article; or
• Completion of editorial processing where the Journal's refund policy does not permit reimbursement.

7. Appeals

Authors who disagree with a withdrawal or retraction decision may submit a written appeal within 30 calendar days of receiving the official notification.

An appeal should include:

• A detailed explanation of the grounds for appeal;
• Supporting evidence or documentation; and
• Any additional information relevant to the case.

The Editorial Board will review the appeal and communicate its decision in writing. The decision of the Editorial Board shall be final.
